Job Summary

    The Provincial Senior Engineer will be responsible for managing and overseeing the activities of cash for work project implementation and technical team. The incumbent will be the prime representative of NAC in the province and will ensure that all the projects are carried out as per the donor requirements and in close coordination with the stakeholders as well as the relevant clusters and communities. The position holder will play a crucial role in overseeing, coordinating, and effective implementation of cash for work projects. The post holder will ensure that project activity is well understood and accepted by the target community and based on engineering standards and guidelines, also ensures that the best approach for effective and standardized project implementation considering rehabilitation/repair/construction of water management infrastructures is in place. His specific responsibilities will be:


The NAC Jobs in Panjshir (Provincial Senior Engineer) will have responsibilities that include:

    Lead and manage cash for work projects and technical team from inception to completion.

    Lead the implementation of cash for work project at provincial level and ensure that the project activities are implemented in compliance with NAC, donor and other humanitarian standards.

    Budget management of the water management infrastructure activities

    Develop and/or revise engineering drawings and bill of quantities in close coordination with site engineers, site supervisors, and share with National Senior Engineers for review.

    Foster a collaborative and results-driven work environment.

    Develop and revise project plans and timelines in coordination with the line manager and main office.

    Monitor project progress, identify potential issues, and implement solutions to ensure successful project delivery.

    Manage the project field activities in each stage of the project implementation in accordance with the technical drawings and donor requirements.

    Identify constraints and defects and provide technical guidance and advice for improvement.

    Hold regular meetings with provincial team and the subcontractors (community members or others) and ensure effective communication, segregation of tasks and proper follow up.

    Take part in all provincial and district level meetings arranged by the government departments and clusters.

    Collaborate with subcontractors and suppliers to maximize project impact and effectiveness.

     

    Ensure all construction activities comply with relevant regulations, codes, and standards.

    Implement and maintain quality assurance processes to guarantee the delivery of high-quality construction projects.

    Conduct regular inspections to verify compliance and identify areas for improvement.

    Supporting the program team with the development of better plans for the project implementation.

    Providing technical support to the project team during the preparation of new designs.

    Supports the M&E department in preparation of proper technical engineering checklists for Monitoring and Evaluation purposes.

    Provide overall technical assistance to cash for work projects, from their planning to their implementation and monitoring.

    Provide technical advice to the site engineers, site supervisors and other relevant staff

    Beneficiary Profile Survey database cleaning, clearing, and processing

    Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to donors and stakeholders is achieved.

    Documentation of the project, submitting the handover documents and cash distribution lists on time to line manager

    Other tasks assigned by the technical team or project coordinator.

     

    Supervision:

    Supervise and lead a multidisciplinary team, including site engineers, site supervisors, and support staff.

    Supervise the quality of work at field level ensuring optimum quality according to engineering standards.

    Provide guidance and support to team members to enhance their professional development.

     

    Reports and Coordination:

    Communicate project updates, risks, and achievements to stakeholders and the management in a clear and concise manner.

    Cultivate positive relationships with local communities, government authorities, and other key stakeholders.

    Draft reports of the project start-up, progress and completion in donor templates and share with line manager.

    Prepare project impact case studies and success stories in consideration of the donor requirements.

    Prepare bi-weekly and monthly implementation plan to the technical staff

    Prepare weekly, bi-weekly, monthly, quarterly, and final reports of the project and submit them to the line manager

    Reporting directly to Project Coordinator and National Senior Engineer


Job Requirment

    Language requirements, if any:

    Local language with preferred English

     

    Qualifications and Skills Required:

    BSc. in Civil/Construction Engineering, a master’s degree in hydraulic structures will be preferred. 

    Three years of experience in managing cash for work, construction, WASH, Shelter, and other civil engineering projects, preferably with INGOs & NNGOs.

    Excellent communication and coordination skills especially with the government sectors, UN Clusters, and communities.

    Skilled in reading engineering technical drawings and preparing different types of technical documents such as 2D & 3D drawings, Bill of Quantities, and estimation sheets.

    Excellent skills in engineering software such as AutoCAD, ArchiCAD, WATERGEMS, and GIS

    Computer literate having familiarity with computer-based engineering software and with MS Office applications such as Word, Excel, PowerPoint, and Outlook.

    Strong leadership skills with the ability to motivate and guide a diverse team.

    In-depth knowledge of construction regulations, codes, and standards.

    Knowledge of international standards such as protection standards, safeguarding standards, PSEAH and humanitarian principles.

    Excellent communication and interpersonal skills.

    Problem-solving abilities and the capacity to make sound decisions under pressure.

    Basic familiarity of photography and basic knowledge of taking good quality photos using mobile phones and digital cameras.

    Extensive knowledge and work experience in different parts of the country.

     

    Work Experience:

    Five (5) years of experience in managing construction, WASH, Shelter, cash for work and other civil engineering projects, preferably with INGOs & NNGOs. Experience in managing emergency response projects will be a plus.
