Just for Afghan Capacity and Knowledge (JACK) is an independent, Non-Governmental, Non-Profit, Non-Political and Non-Sectarian Organization working in Afghanistan in the areas of (Health, Education, Capacity building, Human Rights, Nutrition, Emergency, Protection, Research and WASH) with an aim at improving livelihoods and alleviating poverty. The organization works is registered under the Ministry of Economy with registration number, 316 of 28/10/1384. The organization works in collaboration with other line ministries, UN- agencies, NGOs, INGOs, and donor community. The mandate of JACK is to improve lives of the people we touch through our programs. We strive to have a community that is empowered, participates in its development and is able to use the resources available to them to get what they want. We work to assist communities in their efforts that lead them to self- help and in essence self- reliance that comes with economic and social independence.

Job Summary

• Within six weeks of joining he/she shall develop an action plan for strengthening the internal audit function in accordance with rules and regulations for better quality services delivery and also an audit plan in agreement with the General Director.
• Lead, organize and manage the activities and operations of the Internal Audit Department, determine work priorities, ensure deadlines are met, and develop strategies to ensure operational efficiency and effectiveness.
• Monitor and supervise the performance of the Internal Audit Team and provide the Auditors with clear direction and motivation.
• Manage and coordinate the development and implementation of broader and improved internal audit techniques and methodologies in compliance with the relevant laws and regulations, and recognized standards.
• Develop audit plan covering both projects and operational budgets, develop and implement internal audit procedures, and conduct planned and ad hoc audits in all areas of JACK.
• Manage and organize the financial and administrative audits in the central and provincial offices of JACK and ensure quality advice on financial, accounting, and internal control and governance standards to prevent incorrect financial and administrative irregularities within the organization, rectify internal control weaknesses and overall strengthen the internal controls within the organization.

The JACK Jobs in Kabul. (Internal Audit Director) will have responsibilities that include:

• Oversee the evaluation of the effectiveness of the risk management and governance process and contribute to the improvement of the risk management and governance process.
• Provide assurance on the efficiency, effectiveness and economy in the administration of programs and operations of the organization.
• Provide high level advice to the executive management and ensure timely response to any issues arising in audit across all the units and project locations.
• Ensure internal audits are conducted on a periodic basis, and reports are produced timely after every audit with clear recommendations for approval of the management.
• Ensure reports are shared in a timely manner with the audited units/ departments and ensure regular follow up on the status of implementation of recommended actions.
• Identify training needs for the unit, and come up with a training plan within six-nine months of joining for improving skill sets of the staff.
• Liaise and work with external auditors when necessary in a professional and open manner.
• Prepare the Internal Audit Department’s annual budget according to the rules and procedures of the organization, and based on work priorities.
• Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.
• Be an effective and supportive leader and mentor for the overall smooth functioning of the department.
• Undertake special investigation at the request of Management and the Board.
• Any other duties as required by the General Director and BoD in accordance with laws, regulations and objectives of JACK.

Job Requirment

• ACCA affiliate or Master’s degree in relevant field (Accounting/Auditing/Finance) with ACCA Skills Level
• A total of 10 years’ professional experience with at least 5 years in audit and preferably have worked with Top Audit firms of Afghanistan
• Experience of performance audits and external audits of donors funded projects is preferred
• Fluent in written and spoken English.
• Other languages preferences - Dari or Pashto
• Computer skills, competency with MS Office packages such as Word, Excel and PowerPoint.
